Think about it, Dr.Gero was upset at the possibility of Android 16 being activated, and when it does happen (after he's killed), near immediately 16 adapts to the people around him and his environment in real-time, and how he sees things, interacts with things, and his emotions literally change on the dime almost as if he was a human character.

The heirarchy seems to be: 16 >= imperfect cell (peak) >> 17/piccolo > 18> 2 super saiyans >= 13 > one super Saiyan > 14/15 Super 13s feats are similar to 16, perhaps a bit better if piccolo was Kami fused in the movie. So excluding super 13, Android 16 wins.

He straight up isn't one. That's the one thing TFS got wrong . The mention of pacifism in 16's speech is also off but they share enough similarities that it still relatively works. In the same way, sure Shenron could piece Android 16 back together, but then he wouldn't be the same Android 16 as before, as those parts aren't the same ones that went through all those experiences to become who he was. It'd basically be Android 16 with a factory reset as he has no actual life to restore.
