While there have been reports that the royal family had to wish Prince Harry a happy 40th birthday whether it wanted to or not, a source shared that Kate Middleton didn't have to follow the edict and decided on her own to call her brother-in-law to celebrate his big day.

"It does seem to feel like there are voices emerging, on both sides of the Atlantic, that there is talk, at least the idea of, some sort of rapprochement."
