Work to repair a water main that turned a street on Detroit's west side into a frozen river continued Tuesday.

Deputy Director of Detroit Water and Sewerage said the city's crews are "treading water" as they repair breaks and wait for warmer temperatures.

As Detroit is locked into the coldest temperatures of the season, a water main broke on the city's west side, flooding and then freezing the street.
