President-elect Donald Trump is the king of not ruling things out. It’s his default response when a possibility, no matter how far-fetched, gets floated, both because he has little regard for norms and because he seems to view extreme ideas as negotiating ploys.

Trump would not rule out military force to acquire Greenland and the Panama Canal but said he hopes the US can annex Canada through "economic force."

Asked at a press conference whether he would avoid using military or economic coercion in Panama and Greenland, Trump said, "No, I can't assure you on either of those two. But I can say this, we need them for economic security.
