The New York State Assembly Housing Committee held a public hearing to examine how municipalities outside of New York City can opt into laws that regulate rent, services, leases, and evictions to keep housing attainable,

The act would authorize a city with a population of one million or more to use public data to declare a housing emergency if the vacancy rate exceeds 5%.
