HARTFORD, CT (WFSB) - Connecticut officers are learning how to draw blood. A pilot program is pushing for the best evidence in suspected DUI cases. Three police officers have completed the program.

Ten years ago, James Stafford was driving drunk, with a passenger in the car, when he got in a terrible wreck. “And to this day,” he says, that passenger is “in a wheelchair because of my actions.
