The National Hurricane Center's 1 am Tuesday advisory reported that. Tropical Storm Rafael is 105 miles south-southwest of Kingston Jamaica and 295 miles southeast of Grand Cayman, with maximum sustained wind of 45 mph. It’s moving at 12 mph to the north-northwest.
