A Van Nuys neighborhood is fed up with a homeowner who has been blaring a train horn for the last two weeks. He claims it's the only way to force the LAPD to pay attention to his concerns.

The man, named Gary, has been blasting what sounds like train horns and an alarm since May, keeping neighbors awake all hours of the night.
