If you want to do it literally on the public beach without getting too elaborate, than my thought is that the cost would be zero for the use of the public beach. If you want to do it nicer you can check with the Mandalay beach resort/hotel which is right on the beach at Hollywood Beach. There are many weddings which take place there on the grass looking out on the beach/ocean.
